The Finance Ministry in order to provide relief to Covid-19 hit businesses on 1st May notified some changes in the compliance requirements for the taxpayers having GST Registration in India. It includes extending the limit for filing of the GST returns, reduced or no late renunciation fee in some cases for the months of April and March.
GST Compliances Notified on 1st May 2021
Delayed filing of GSTR3B Return for the months of March as well as April 2021-Waiver of Late Fees.
Late fees have been waived off for different classes of the taxpayer having GST Registration online for delayed filing of GSTR-3B return under:

In Form GSTR-1 or Form -IFF- Furnishing of statement for outward supplies
The due date for filing the statement for outward supplies in Form GSTR-1 specifically for the month of April 2021 has been extended to 26th of May 2021.
Also, the notification specifies that the due date for furnishing all the details of the outward supplies for April 2021 has been extended till the 28th of May 2021.
Due date extended for furnishing return by composition taxpayers.
Till 31st of May 2021 the due date to furnish returns by the composition taxpayer on the annual basis in Form GSTR-4 for FY 2020-21 has been extended.
Due date extended to furnish a declaration in ITC-04.
The due date to provide the announcement in Form ITC-04 with respect to the goods that is posted to a job worker or has been received from a job worker for the quarter Jan 21-March 21 is extended till 31st of May 2021.
Decrease in the Interest Rate for the Delayed GST Payment.

Relaxation on all the restrictions on availing the Input Tax Credits per Rule 36(4).
As per Rule 36(4), the restriction put on availing the ITC beyond a limit of 5% of the ITC is to be reflected in Form GSTR 2A/2B.
However, this restriction will not apply on the months of April and March 2021 but will cumulatively apply on April and May 2021 and the return for the month of May 2021 in Form GSTR-3B must be furnished with the cumulative adjustment of the ITC for those months.
Extension in the due date for Furnishing of TCS/TDS Returns.
To furnish the statement of the TDS deducted or collected for the month of April in the Form GSTR-7 or Form GSTR-8 has been extended till 31st of May 2021.
Extending the due date for filing of the return by non-resident taxable person or Input Service Distributor.
The filing date has been extended till 31st of May 2021 for filing of return by the Input Service Provider or non-resident taxable person.
Relaxing the Time Span for the Compliance that falls during the period from 15th of April 2021 to 30th of May 2021 as prescribed in GST law.

The time limit for compliance of any action by any person or authority that falls in the period from 15th April 2021 to 30th May 2021 has been extended till 31st May 2021.
The time span for passing any order of completion of any proceeding has been extended till 31st May 2021.
The time limit for issuing any notice, sanction, intimation, notification by any authority or commission or tribunal that falls in the period from 15th of April 2021 to 30th of May 2021 has been extended till 31st May 2021.
The time limit to file an appeal or reply or any new application has been extended till 31st May 2021.
The Time limit to furnish any report or document or any statement or any other document in an appeal or reply or application has been extended till 31st May 2021.
Extension of time limit for verification of any fresh GST application in GST registration online and getting an approval thereof has been extended till 15th of June 2021.
The time limit specified to verify the application for fresh or newGST registration in India and also getting an approval thereof as per Rule 9 of the CGST Rules that falls during the span from 1st of May 2021 to 31st May 2021 has been extended to 15th of June 2021.
Time Span for passing of the order of GST refund as per section 54(5)
Wherever notice is issued to reject or refund the claim and where the time limit for issuance of the order under section 54(5) read with sec 54(7) falls during the period from 15th April 2021 to the 30th May 2021. In this type of cases, the time limit for issuance of the said order has been extended to 15 days after the receipt of the reply to the notice from the GST registered taxpayer or the 31st May 2021, whichever is later.
